Help Scout is a help desk. It was built for support teams answering a lot of people, and everything in it follows from that: a knowledge base so customers answer themselves, a chat widget so they can reach you without email, saved replies for the questions that repeat, and reporting on how fast the queue moves.
Almost none of that describes an agency. You do not have thousands of customers. You have a dozen or so retainer clients, and a small team talks to all of them. Nobody is going to read your knowledge base, and reducing your ticket count is not a goal, because every one of those tickets is work you are supposed to be paid for.

If your inbound comes from many customers rather than a handful of named clients, Help Scout is the tool for that. Docs is a real knowledge base, Beacon puts search and chat on your site, and the reporting answers questions about queue health that Hour Cap cannot answer at all.
The same goes if support is a department rather than something the delivery team does between jobs. Help Scout is built for people whose entire day is the queue. Hour Cap is built for people whose day is client work, some of which arrives as email.
The gap is the money side. Help Scout will not tell you what a client's support conversations cost you last month, so if that time is billable you will be running a tracker alongside it and keeping the two in step yourself.

There is also a free plan for up to five users. Hour Cap's Customer Support Inbox is $12 per seat per month on top of a plan starting at $10 a month, and that includes the time tracking and Xero invoicing. Inbox seats are also given out per person, so you pay for each person who answers client mail, and a Business plan includes the first seat. Vendor pricing changes often, so check both before deciding.
Does Hour Cap have a help centre or knowledge base?
No. Help Scout's Docs product is a full customer-facing knowledge base and we have nothing equivalent. If you need a customer-facing knowledge base that deflects repeat questions, that is a real reason to choose Help Scout.
Does Hour Cap have live chat or a messaging widget?
No. Hour Cap's inbox is email only. Help Scout's Beacon widget puts chat and docs search on your site, and if you need customers reaching you that way, Hour Cap is not the tool.
Can Help Scout track billable time?
Not natively. You would connect a separate time tracker, which means a second subscription and the link between a conversation and an hour rebuilt by hand. Hour Cap logs the time on the conversation, against the client the sender matched to, and it lands on the same Xero invoice as the rest of the month.
What about reporting?
They answer different questions. Help Scout reports on support performance: volume, response times, resolution, happiness. Hour Cap reports on money: hours, revenue and average rate by client, project and month.
