Annual prices require annual billing. Xero invoicing is a paid feature in Hour Cap and Clockify.
Hour Cap: Xero billing and retainers
Track work against clients and projects, then send draft invoices to Xero. Hour Cap syncs Xero contacts and lets you group hourly invoice lines by entry, project, date or member. Retainers track hours against each billing period.

MinuteDock: time entry and Xero invoicing

Clockify: free tracking, paid Xero billing
Clockify's free plan covers up to five users. Xero requires a paid plan: create an invoice in Clockify, send it to Xero, and receive payment status back. Clockify's Xero guide.
Everhour: time tracking alongside tasks
Everhour connects with project tools such as Asana and GitHub. It syncs Xero clients and exports draft invoices for hours and expenses. The five-seat Team minimum costs US$42.50/month on annual billing, even for a smaller team. Everhour's Xero guide.
Toggl Track: time capture and reporting
