For Xero billing, Harvest and Toggl Track solve different parts of the job. Harvest can copy invoices to Xero. Toggl's standard Xero connection adds a timer to the browser; it does not turn those entries into Xero invoices.

If you want a ready-made billing connection
Harvest is the closer fit of these two standard offerings. You can prepare the invoice from your tracked work and copy it across, rather than assembling it again in Xero.

If you prefer recording time in Toggl
The extension works with a free Toggl account. Enable Xero in the extension's settings, then use the timer inside Xero. Your time entries and reports remain in Toggl.
Toggl offers custom Xero invoice automation. Ask for a quote; the browser extension does not include it.
Ask for a demonstration using your rates, descriptions and client records. Also ask who fixes the connection when either product changes.
